Just attack Ships and units until you get Range promotion, then attack cities(need 15 shots on Ships/units to get Range). Build a few Frigates and buy a few, then go to war. Get your trade routes going, get your Universities, get an Armoury. Yep, easiest way I know to beat Deity, and the most fun - is England or Venice on Archipelago.
